Volusia County Halts Industrial Development Amidst Public Uproar Over Fuel Farm
In a decisive response to community concerns, the Volusia County Council has initiated a nine-month moratorium on development in its "Heavy Industrial" zoning areas. This pause, intended for review and potential modernization of the zoning regulations, reflects the Council's commitment to aligning these rules with the evolving needs of local communities. The decision was made following public outcry against the proposed construction of a fuel farm by Belvedere Terminals in Ormond Beach.
Community members, led by Ormond Beach residents Robin Magleora and Elena Kraft, have been vocal in their opposition, advocating for more responsible zoning practices that prioritize the interests of local residents over industrial development. This activism has been paralleled by efforts from the City of Ormond Beach, which has stated its intention not to annex the land in question or provide utilities for the proposed development.
The County's move is made possible by recent amendments to Senate Bill 250, which now permits local governments to propose changes to land development regulations, a liberty previously restricted due to hurricane-related legislation. The moratorium is seen as a balanced approach, aiming to review and potentially revise the currently broad "catch-all" nature of I-2 zoning, without imposing an undue burden on property owners as per the Bert J. Harris Act.

Automaker Stellantis has announced a recall of more than 32,000 hybrid Jeep Wrangler SUVs, models 2021-2024, after identifying a potential fire hazard. The recall follows reports of eight such vehicles catching fire while parked and, in some cases, while charging. While no injuries have been reported, Stellantis is taking precautionary measures, advising owners to park these vehicles away from buildings and to halt charging until repairs, which involve software updates or battery pack replacements, are completed. The company will be contacting affected SUV owners for the necessary fixes.
Ormond Beach Man Charged in Double Homicide and Arson in Daytona Beach
In a tragic and disturbing incident, an Ormond Beach man, Charles Leon Ivy, 34, has been arrested and charged with the murder of Den'Jah Moore, 30, and her 10-month-old son in Daytona Beach. The crime scene, a Countryside Apartments unit, was discovered engulfed in flames late Monday night, where firefighters rescued three children, including the fatally injured infant. Ivy, who is the father of two of the surviving children, a 4-year-old girl and a 5-year-old boy, left them in the burning apartment, leading to charges of attempted first-degree murder and arson.
Daytona Beach Police Chief Jakari Young described the crime as horrific, noting that both Moore and her infant son were found with multiple stab wounds. The two older children, while not physically assaulted, suffered due to the fire. They are currently in critical condition in UF Health Shands Hospital in Gainesville.
Despite not confessing, evidence places Ivy at the crime scene, including his possession of the victim's cell phone and traffic camera footage. An arrest report revealed that a set of keys found at the scene led to the discovery of the victims in the smoke-filled apartment. Investigators also found evidence of multiple fire origins in the apartment.
The woman accompanying Ivy at the time of his arrest, though not charged, cooperated with police and provided insights into Ivy's whereabouts and behavior on the night of the murders.
