Community Outcry as Volusia County Greenlights Ormond Beach Fuel Farm

In a significant development for Volusia County, the County Council has decided against implementing a nine-month moratorium on properties zoned for "Heavy Industrial" use, effectively greenlighting the construction of a controversial fuel farm near Ormond Beach. This decision came after a 5-2 vote on Tuesday, February 6, amidst a lawsuit filed by Belvedere Terminals, the company behind the proposed fuel farm at 874 Hull Road, challenging the county's initial refusal to process its site plan.

The proposed project, which includes six 40-foot-tall tanks, has been a subject of heated debate, with Belvedere Terminals arguing that the development would offer a safer, cleaner, and more reliable fuel supply for Floridians. However, the project has faced staunch opposition from local residents and officials, who argue that it poses significant risks to the health, safety, and quality of life in Ormond Beach and the surrounding areas.

Councilman Troy Kent and County Chair Jeff Brower supported the moratorium, citing concerns over the project's potential impact. However, the majority of the council members favored proceeding with the site plan review process, trusting it to adequately address the myriad concerns raised by citizens.

The decision has sparked a strong reaction from the community, with nearly 40 individuals voicing their opposition at the council meeting. Ormond Beach officials, including Mayor Bill Partington and City Commissioners Lori Tolland and Susan Persis, have also expressed their disapproval, emphasizing the need for a pause to reassess and modernize zoning and development plans to better reflect the county's current and future needs.

Belvedere Terminals, on the other hand, has welcomed the council's decision, emphasizing their commitment to transparency and dialogue with the community. The company's stance is supported by a letter from their legal representation, which argued against the moratorium as a targeted measure that undermines the property rights and legal frameworks established in Volusia County.

The debate over the fuel farm highlights broader concerns about industrial development, environmental safety, and community well-being in Volusia County. With the council's decision, the project moves a step closer to realization, even as it continues to face legal and public scrutiny.
