Proposed 'Pam Rock Bill' Seeks to Prevent Dog Attacks with New Registry

Florida is considering legislation to establish a registry for dangerous dogs, inspired by a fatal attack in Putnam County. The "Pam Rock Bill," unanimously approved by the State Senate Agriculture Committee, aims to prevent violent incidents by imposing stricter penalties on dog owners. While the bill exempts police and hunting dogs, it mandates specific measures for owners of dogs deemed dangerous. Dog training expert Chris Meverden, however, believes that training and rehabilitation are more effective than legislative action in addressing aggressive behavior. The proposed requirements include proper enclosures, liability insurance, and permanent identification for dangerous dogs.
