Special Exceptions for Electronic Signs Spark Debate in Ormond Beach

The Ormond Beach Planning Board recommended approval for special exceptions allowing electronic changeable copy signs at four local gas stations, including a new Wawa and three 7-Eleven locations. The board's 4-1 vote highlighted ongoing debates about the need for such a process, given the precedent set by previous approvals.

Critics, including Planning Board member GG Galloway, question the efficiency of requiring businesses to navigate these procedures repeatedly. City officials, however, defend the process as a legal necessity grounded in state law and city ordinances. With the special exceptions moving to the City Commission for a final decision on April 16, the case exemplifies the complexities of adapting regulatory frameworks to accommodate technological advancements in business advertising.

The State of Florida's Bridges in the Aftermath of Maryland's Tragedy

The collapse of Maryland's Francis Scott Key Bridge has spotlighted the structural integrity of Florida's bridges. With 12,881 bridges, only 3.5% are considered structurally deficient, marking Florida among the states with the lowest percentage of deficient bridges.

The ARTBA's findings are supported by FDOT's bridge inventory for the first quarter of 2024, which lists structurally deficient bridges in detail, including several in Volusia and Flagler counties. Noteworthy among them are the Main Street Bridge over the Halifax River and the U.S. 1 northbound bridge over Turnbull Creek, both in Daytona Beach, among others. More than half of these bridges were built after 1980, aiming for a 100-year lifespan, reflecting heightened safety and durability standards.

Florida law mandates bridge inspections every two years, contributing to the state's robust infrastructure maintenance program. Notably, the iconic Seven Mile Bridge illustrates Florida's commitment to infrastructural resilience and accessibility.

It should also be noted that the Baltimore Key Bridge incident was the result of a catastrophic hit by a large ship. The structural integrity of the bridge itself is not in question.

Florida Tackles Squatting Issue with New Legislation to Protect Homeowners

Florida has enacted a new law aimed at combatting the issue of squatting in vacant properties. The legislation, supported by Governor Ron DeSantis, will enable homeowners to more quickly and effectively evict squatters, while also increasing the penalties for unauthorized occupancy. The move addresses longstanding concerns over squatters causing damage to properties and engaging in illegal activities. Law enforcement officials have voiced their support for the measure, which is expected to provide significant relief to property owners and improve neighborhood safety. The law is set to take effect on July 1.

Rural Hospitals Face Mounting Financial Pressure, Threatening Small Town Healthcare

Dave Ryerse, CEO of South Lincoln Medical Center in Wyoming, has experienced the financial difficulties facing rural hospitals, leading to service reductions like the closures of the operating and obstetrics units. A Chartis report highlights the growing financial instability of rural hospitals, with nearly half operating at a loss and 418 at risk of closure. Rural hospitals in states with Medicaid expansion, like Montana, have fared better. The lack of financial viability not only threatens the existence of these hospitals but also the health of rural communities. Experts advocate for increased investment and policy changes to prevent further closures and ensure the availability of healthcare services in rural areas.
