Ormond Beach's $2 Million Funding Request Vetoed from State Budget

Three significant projects in Ormond Beach, totaling over $2 million, were recently vetoed from the state budget. The city sought $1.45 million for designing a new joint police station and emergency operations center (EOC), $225,000 for stormwater improvements, and $333,333 for the Central Park Expansion project. This is the second veto for the police station and EOC project, which was also excluded from last year’s budget. Public Works Director Shawn Finley noted that despite past successes in securing funds for various infrastructure projects, this year’s requests were cut before Governor DeSantis' final approval. Currently, Phase 1 of the EOC project, a $200,000 space needs analysis, is in progress, with JL2 Architecture contracted for the study. The recent budget request aimed to fund the second phase, estimated at $51 million. Finley stressed that the exclusion does not lessen the projects' importance or priority for the city. Citizens Property Insurance Proposes Significant Rate Hikes for 2025

The Citizens Property Insurance Corp. Board of Governors has approved a proposal for double-digit rate increases in 2025, pending state approval. The proposed increases include a 13.5 percent hike for homeowners’ “multi-peril” coverage and a 14.2 percent rise for condominium-unit owners, with an overall average increase of 14 percent across personal lines of insurance.

Actual rate hikes will vary based on property location, with state law capping increases at 14 percent for primary residences and 50 percent for secondary homes. Citizens, Florida’s largest insurer, has approximately 1.2 million policies and plays a crucial role in the state’s insurance market. Recent legislative reforms have improved the market, but Citizens often offers lower rates than private insurers. A “depopulation” program has reduced the number of policies, which could drop below one million by the end of the year. Citizens officials are optimistic about further depopulation and rate reductions in the near future. (Daytona News-Journal)

Volusia County Promotes Mosquito Awareness Week with Educational Events

Volusia County Mosquito Control is observing National Mosquito Control Awareness Week from June 16-22 with educational events aimed at reducing mosquito populations and preventing mosquito-borne diseases. Health experts warn that mosquitoes, which thrive in Florida’s hot, rainy summer, can transmit viruses like West Nile virus, eastern equine encephalitis, and St. Louis encephalitis. Environmental specialist Shane Anderson underscores the importance of public education and prevention, advising residents to eliminate standing water to disrupt mosquito breeding. Volusia County employs various control methods, including mosquito fish and year-round surveillance using traps. These traps help monitor mosquito populations and guide targeted treatments. The county offers mosquito fish free of charge to suitable habitats. The week’s events are designed to arm residents with knowledge and tools to protect against mosquito-borne diseases, reinforcing the county’s commitment to public health and safety. (MyNews13.com)

The Overlooked Stress of Moving on Dogs

While moving is notoriously stressful for humans, it also significantly impacts dogs, often disrupting their sense of stability and security. Dogs, though not involved in the logistical aspects of moving, undergo considerable stress during the process. Their evolutionary adaptability is tested by modern changes such as rehoming or moving, with varying degrees of resilience observed among different dogs.

The upheaval caused by moving disrupts a dog's homeostasis, leading to stress-related behaviors as they attempt to restore balance. The chaos of packing, moving furniture, and the presence of movers can cause overstimulation and anxiety.

Changes in routines further affect their emotional wellbeing. Moving to a new environment with unfamiliar sights, smells, and sounds requires an adjustment period, during which dogs may struggle with eating, sleeping, and other behaviors, similar to the transplant shock experienced by plants.
