Volusia County Shifts Focus to Airport Promotion in Budget Deliberations

The Volusia County Council is advocating for increased marketing funds for Daytona Beach International Airport, delaying the approval of local advertising authorities’ budgets to prioritize this initiative. The push follows new carrier additions, including Breeze Airways and a new Avelo Airlines route. The Halifax Area Advertising Authority, with a budget of $20.2 million, had earmarked $150,000 for airport marketing, a fraction of its potential, leading to calls for more effective use of funds. Southeast Volusia and West Volusia have set aside smaller amounts for similar purposes. The revised budgets will be reconsidered on September 17 and must be finalized by October 1.

The aftermath of the 2021 Champlain Towers collapse continues to affect condo owners in Volusia County due to stringent new regulations. Legislation from 2022 and 2023 requires condominium associations to cover costly repairs and match these expenses with reserve funds, creating significant financial burdens. Many owners are struggling with the costs, leading to foreclosures and property sales. The condo market is shifting towards a buyers' market, with declining sales but rising prices. Experts believe that although current conditions are challenging, the new regulations will ultimately stabilize the market. Condo associations must complete inspections and reserve studies by the end of 2025 to comply with the new laws.

Update: Daytona Beach Offers $3.58 Million Tax Break to Lure $172 Million Airplane Plant

Daytona Beach is competing for a $172.5 million airplane manufacturing plant from Aura Aero, offering a $3.58 million property tax break to entice the French electric plane manufacturer. The proposed tax incentive spans six years, potentially saving Aura Aero from $5.91 million in property taxes by 2033. The plant is projected to create 1,000 jobs with an average annual wage of $73,695. The company is also considering Flagler County and Space Florida for funding, which could impact the final decision. If Space Florida financing is secured, Daytona Beach would contribute $100,000 to a job creation grant. If not, a formal tax incentive agreement will be developed and presented for City Commission approval.

Traffic from Coke Zero Sugar 400 will Lead to Votran Service Adjustments

With the upcoming Coke Zero Sugar 400 set to draw large crowds to Daytona Beach, traffic congestion is expected to be significant in and around the area. Votran riders may experience delays and route deviations on Friday, Aug. 23, and Saturday, Aug. 24, as the influx of visitors impacts normal bus operations.

Buses may be rerouted onto secondary roads to ensure smoother transit during peak traffic periods. Riders are encouraged to plan ahead and allow extra time to reach their destination. 

Planned adjustments for Friday, Aug. 23:

  • Route 10N will not serve the Volusia Mall. Buses will stay on Bill France and International Speedway boulevards.

  • Route 11A will not serve the Daytona Flea & Farmers Market, Thames Road, or Fentress Boulevard. 

  • Route 18 will not serve Embry-Riddle Aeronautical University or the Daytona Beach International Airport. Buses will use International Speedway Boulevard to and from the Volusia Mall.

Planned adjustments for Saturday, Aug. 24:

  • Route 10 will not serve the Volusia Mall. The bus will stay on International Speedway Boulevard to Bill France Boulevard. Passengers should use the stop on International Speedway Boulevard at Midway Avenue.

  • Route 11A will not serve the Daytona Flea & Farmers Market, Thames Road, or Fentress Boulevard. 

  • Routes 11A and 11B will not serve the Volusia Mall. Outbound buses will use Bill France Boulevard to International Speedway Boulevard. The routes' inbound buses will turn from Bill France Boulevard to Jimmy Ann Drive and not serve the Volusia Mall.

  • Route 18 will not serve Embry-Riddle Aeronautical University, the Daytona Beach International Airport, or the Volusia Mall. Buses will use International Speedway Boulevard to and from Bill France Boulevard. 

  • Route 10N will not serve the Volusia Mall. The buses will stay on Bill France and International Speedway boulevards.

Routes 60 and 10S, serving the vicinity of Daytona International Speedway, do not have planned detours; however, delays are possible.

  • Joshua Hickley, 19, Holly Hill, arrested Aug. 14; charges: attempted burglary (unoccupied dwelling), attempted burglary (occupied conveyance), possession of cannabis. No bail set.

Volusia County Sheriff's Office

  • Matthew J. Anglemyer, 45, Ormond Beach, arrested Aug. 11; charges: possession of controlled substance, advertising drug paraphernalia. Bail: $2,000.

  • Brandon Michael Smith, 33, Holly Hill, arrested Aug. 11; charges: deliver/distribute synthetic narcotic, possession of synthetic cannabinoid (intent to sell), possession of paraphernalia, driving while license revoked. Bail: $8,000.

  • Tammy Jo Rhoads, 52, Ormond Beach, arrested Aug. 15; charges: possession of controlled substance, paraphernalia. Bail: $3,000.

Volusia County Detention Center

  • Michael Kelsey, 43, Ormond Beach, arrested Aug. 15; charges: possession of amphetamine, paraphernalia. No bail set.
