Volusia County’s Historic Early Voting Marks Nearly 50,000 Ballots Cast

Volusia County's Early Voting has attracted record-breaking turnout, with nearly 50,000 ballots cast by midday on October 25, largely concentrated at the Ormond Beach Regional Library. The first day alone saw 11,500 votes, marking the county’s highest-ever single-day turnout, and the momentum hasn’t slowed, with lines extending throughout the day. The county, home to over 381,000 registered voters, has seen voters from all affiliations engaging with a strong sense of urgency about the upcoming election.

Volunteers and residents attribute this turnout to a heightened focus on local issues and a desire for change amid challenging years. Many see these elections as pivotal to the future, both nationally and within Volusia County itself. With Early Voting open until November 2, turnout is expected to continue rising as more residents participate in what many describe as the most crucial election in recent history.

Volusia Expands Language Learning with French Immersion at Tomoka Elementary

Tomoka Elementary is now one of three Volusia County schools offering a French immersion program, a response to local demand for language learning options. On October 24, students showcased their progress, demonstrating French phrases, songs, and basic vocabulary. With a goal of language proficiency by high school, the immersion program has students communicating only in French during class. Principal Julie Roseboom highlighted the advantage of starting students on an equal footing, as none come with prior experience in French.

The district’s commitment to language programs has expanded significantly in recent years, with French immersion and Spanish-English dual language initiatives. Superintendent Carmen Balgobin underscored the program’s importance in fostering cultural understanding and global readiness. School board member Jaime Haynes expressed hopes to see a language program in every elementary school, recognizing the value of bilingual skills in today’s interconnected world.

After Surfside Collapse, Florida Tightens Condo Safety Regulations

Florida's SB 4-D law, enacted after the 2021 Surfside condo collapse, enforces new safety standards for condominiums statewide. The law mandates structural integrity inspections for buildings over 30 years old (or 25 years near the coast) and follow-up every 10 years. Inspections begin with a visual "milestone" examination, escalating to a detailed assessment if structural concerns are detected. Condos meeting the criteria must register with the state by January 1, 2025, with initial reports due by December 31, 2024. Condo boards are accountable for timely inspections and repairs, risking civil suits for inaction. Associations must conduct a 10-year reserve study to fund essential repairs, maintain a reserve fund, and distribute inspection reports to stakeholders. Additionally, the Florida Division of Condominiums will publicize data on the state’s three-story buildings, enhancing transparency across the housing sector.

Nightly Aerial Mosquito Control Treatments to Begin Sunday Evening

Volusia County, in partnership with the Florida Department of Agriculture and Consumer Services (FDACS), will conduct fixed-wing, aerial mosquito treatments across the county to manage increased mosquito populations following Hurricane Milton. The treatments, anticipated to cover more than 330,000 acres, will begin after sunset on Sunday, Oct. 27, and will continue nightly until completed. Operations are scheduled between sunset and sunrise when mosquitoes are most active, with the goal of completing all treatments, weather permitting, by the end of the month.

The materials used in these operations will be industry-standard products widely applied across the United States to control mosquito populations. All products are registered with the U.S. Environmental Protection Agency and FDACS and are applied by trained, state-licensed technicians. According to the Centers for Disease Control and Prevention, when used according to label instructions, larvicides and adulticides do not pose risks to people, pets, or the environment.
