Volusia County Rejects Development Moratorium, Adopts Flood Mitigation Measures

Volusia County Council rejected a proposed development moratorium during a January 14 meeting but advanced seven measures to address persistent flooding. Spearheaded by Councilman Troy Kent, the initiatives include banning construction on wetlands, clearing canals, acquiring flood-prone properties, and restricting developers from using fill dirt to elevate land. Chair Jeff Brower, an advocate for swift action, argued that the measures aligned with his goal to find immediate solutions.

Critics of a moratorium highlighted its potential economic impact, citing studies predicting job losses and delayed recovery in the construction sector. However, residents affected by flooding, some experiencing damage for the first time after decades in their homes, urged stronger action to address what they view as overdevelopment-driven issues.

The council also introduced a resilience subcommittee co-chaired by Jake Johansson and Daytona Beach Shores Mayor Nancy Miller to unify municipal efforts and enhance flood prevention strategies countywide.

The developers of the proposed Tomoka Reserve subdivision have filed a federal lawsuit against Ormond Beach, alleging the city violated their constitutional rights by denying a rezoning request and refusing to issue a new development order. Triumph Oaks of Ormond Beach I LLC, the owners of the former Tomoka Oaks golf course, claim the city’s actions constitute an unlawful taking of private property without compensation.

The dispute stems from the city’s April 2024 decision to reject a rezoning that would have allowed 300 homes to be built on the 147-acre site. Residents of the surrounding area have strongly opposed the project, raising concerns about density and neighborhood compatibility.

City officials maintain that the developers have been inflexible, but mediation remains a possibility. The lawsuit brings a contentious debate over property rights and community planning to federal court, with significant implications for future development in Ormond Beach.

Ormond Memorial Art Museum and Partners Host Evening of Inspiration

Ormond Beach’s Starry, Starry Night celebrated its 35th year on Jan. 10, showcasing art, history, and culture in a collaborative event hosted by the Ormond Memorial Art Museum (OMAM), The Casements, and the Ormond Beach Historical Society. Around 250 attendees explored a variety of galleries, listened to live harp music, and enjoyed the Seward Johnson Sculpture Tour along Granada Boulevard.

OMAM featured Charles Humes Jr.’s thought-provoking exhibition on the Black experience, while The Casements highlighted Carolyn A. Land’s Florida-inspired paintings. Visitors at the MacDonald House learned about Ormond Beach’s rich history, with volunteers dressed in historical attire sharing stories of early settlers and prominent figures like John D. Rockefeller.

This community-focused event blended past and present, drawing art enthusiasts and history buffs alike. With plans for future exhibits already in motion, Starry, Starry Night continues to be a cherished tradition, celebrating Ormond Beach’s artistic and historical legacy.

So, What’s Happening With Tik-Tok?

TikTok Ban May Be More Sweeping Than Anticipated

The popular social media platform TikTok faces a critical deadline this Sunday, January 19, as the U.S. Supreme Court considers whether to block a federal ban set to take effect. While the ban initially appeared to restrict new downloads of the app, new reports suggest TikTok could go further by shutting down access to all 170 million U.S. users entirely.

According to sources, TikTok plans to block access to its app in the U.S., displaying a message directing users to a webpage explaining the ban. This preemptive action, though not mandated by the ban itself, could make the impact far more immediate and widespread than expected. Analysts suggest the move may allow TikTok to quickly reinstate service if the ban is overturned.

This development comes as political and legal battles over the ban remain unresolved. The Supreme Court has yet to rule on whether the measure violates constitutional protections, while speculation grows over potential intervention by the Department of Justice or other political actors. ByteDance, TikTok’s parent company, is reportedly preparing measures to help users download their data before the shutdown takes effect.

The ban would coincide with mounting concerns over national security risks tied to the platform, which is owned by a Chinese company. Meanwhile, users have begun exploring alternatives, such as RedNote and Lemon8, though the latter may also face scrutiny due to its ties to ByteDance.

For TikTok’s U.S. user base, Sunday could mark a sudden and unexpected end to their access to the app, unless the court issues a last-minute reprieve.
