Flood Risks Halt Little Tomoka Village Development

he Ormond Beach City Commission rejected the proposed Little Tomoka Village subdivision, citing concerns over flooding risks. The plan called for 31 homes, an Eastern Orthodox church, and a community center on 50 acres near Hunter's Ridge. Although the Planning Board had recommended approval, commissioners highlighted potential stormwater issues, given that nearby neighborhoods already face persistent flooding.
Residents provided evidence of worsening conditions, including photos of waterlogged areas, attributing the problems to inadequate creek maintenance. While the development proposed preserving wetlands and implementing stricter stormwater standards than currently required, officials felt the potential risks outweighed the benefits.
The denial also blocked a rezoning request and amendments to the Hunter's Ridge Development of Regional Impact, which currently allows up to 50 multifamily units. The developer indicated they would not proceed with purchasing the property without approval. Any future plans for the church would require a special exception.
Volusia Council Weighs Changes to Parking Program After Fishermen Raise Concerns
The Volusia County Council is reviewing its ParkVolusia program after complaints from commercial fishermen unable to park in off-beach lots overnight. Under the program, implemented January 1, parking is prohibited between 11 p.m. and 5 a.m., disrupting a long-standing practice where fishermen parked with a placard from Beach Patrol.
The council voted 4-2 to allow temporary overnight parking for licensed fishermen while staff revisits the policy. Some members, including Councilman Matt Reinhart, stressed the importance of addressing the issue promptly to prevent harm to fishermen’s livelihoods. However, others were hesitant to make changes without a comprehensive review, citing other challenges the program has introduced, such as restricted access for students and businesses.
Nonresidents pay $20 daily or $100 annually under ParkVolusia, while residents must register for free parking. Staff will present recommendations in two weeks to ensure the program balances enforcement with the needs of all stakeholders.
Flagler Beach Roadwork: FDOT Launches Resurfacing and Pedestrian Safety Project
The Florida Department of Transportation (FDOT) has begun resurfacing a key section of SR-A1A in Flagler Beach, spanning from South 8th Street near Ripple Coworking to North 18th Street at the Sea Watch Villa condominiums. The project, slated for completion in the spring, will involve intermittent lane closures, reduced speed limits in work zones (25-35 mph), and occasional detours guided by electronic signage.
Contractors aim to minimize disruptions by coordinating with property owners and maintaining traffic flow as efficiently as possible.
In addition to resurfacing, the project will introduce safety and accessibility upgrades. Pedestrian Hybrid Beacons will be installed at key cross-streets, including South 8th Street, South 3rd Street, SR-100, and North 5th Street, improving crossings for beachgoers. New ADA-compliant curb ramps will also enhance pedestrian accessibility.
While temporary inconveniences like construction noise and delays are expected, officials say the improvements will provide long-term benefits for both drivers and pedestrians.
