Ormond Beach Firefighters Honored for Outstanding Service and Heroism

The Ormond Beach Fire Department recently held its first-ever awards banquet to honor firefighters and crews for their exceptional service in 2024. Firefighter R.L. Durham was named the Ethan Wilson Firefighter of the Year, an award that commemorates the late Ethan Wilson and recognizes compassion and commitment in service. Durham was praised for his positive attitude and pursuit of learning, even in a demanding field.

Other key honorees included acting Capt. Nick Nates as Driver Engineer of the Year, Capt. Hunter Ramirez as Captain of the Year, and Driver Engineer Robert Zalewski as Paramedic of the Year.

Crews were also recognized for heroic efforts during critical incidents, including a hospital shooting, an apartment fire rescue, and efforts following a Christmas Day car crash. OBFD Chief Howard Bailey celebrated their dedication and the essential role of their families in supporting the department’s mission.

County Proposes Wetland Development Ban, Property Buyouts to Curb Flooding

Volusia County will hold a special meeting on February 11 at 4pm to address critical flooding proposals, including banning development on wetlands, purchasing flood-prone properties, and using county land for retention ponds. These measures come after the County Council rejected a development moratorium in January.

DeLand resident JC Figueredo, whose property suffers from persistent flooding, described worsening conditions due to runoff from neighboring developments. He highlighted the toll of standing water, decaying vegetation, and saturated ground, which leaves no room for rain to drain. Figueredo stressed the need for immediate action as hurricane season approaches.

The meeting will also address other flood-mitigation recommendations, such as clearing city and county canals and holding discussions about apartment complex development. Many residents are looking forward to the meeting, hoping for practical solutions that prioritize sustainable growth and protect their properties.

Proposed Ordinance Seeks to Align Volusia with Florida's Public Sleeping Ban

Volusia County is reviewing a proposed ordinance to ban sleeping or camping on public property in response to a new Florida law that takes effect October 1, 2024. The law prohibits camping at public buildings, on public grounds, or along right-of-ways, though recreational campsites and states of emergency are exempt.

The ordinance would allow fines and trespass charges for violators and establish a complaint system enabling residents and business owners to report violations to county authorities.

The move comes as Florida's new law permits lawsuits from residents, business owners, or the Attorney General against counties or municipalities that fail to enforce the ban.

The Volusia County Council will meet on February 18 at 4 p.m. to further discuss the ordinance. In the meantime, officials remind residents that they can report code compliance complaints to the county through existing channels.

Former Ormond Beach Officer Arrested for Felony Battery

A former Ormond Beach police officer, Jacob Ryan Cannon, 32, has been charged with felony battery for allegedly throwing a handcuffed woman to the ground during booking, causing a head injury requiring seven sutures. The December 2024 incident followed the arrest of 46-year-old Shanna McRee for DUI-related charges after a crash.

Authorities allege that Cannon's account—claiming McRee fell while charging at him—was inconsistent with body camera footage reviewed by FDLE and police officials. The footage reportedly showed Cannon throwing McRee to the floor without provocation.

Ormond Beach Police Chief Robert J. Godfrey condemned Cannon's actions, apologizing to McRee and emphasizing the department's commitment to professional and ethical conduct. Godfrey stated that Cannon was immediately placed on administrative leave, with both criminal and internal investigations launched. Cannon resigned before turning himself in to be booked on the charge.
