A federal advisory board has recommended that the Federal Emergency Management Agency (FEMA) reconsider its longstanding policy allowing developers to use fill dirt to elevate homes in flood-prone areas, citing concerns over heightened flood risks and environmental harm.

The Technical Mapping Advisory Council (TMAC) highlighted that the "fill and build" practice, which involves raising land in floodplains for residential and commercial development, disrupts natural flood management systems and often creates a false sense of security for homeowners. As a result, neighboring properties can become more vulnerable to flooding, experts warned.

According to sources familiar with TMAC’s interim report, this fill-based elevation approach has led to increased insurance complexities, with properties built on fill often removed from flood hazard classifications despite ongoing flood risks. Climate change further exacerbates the problem, TMAC noted, as rising seas and more severe storms expand flood zones.

Environmental advocates have long opposed the practice, emphasizing that floodplains serve as crucial buffers for floodwaters. Recent building code reforms in cities like Charleston, S.C., reflect efforts to restrict fill-and-build developments. Critics also argue that FEMA's review process, known as the Letter of Map Amendment (LOMA), lacks adequate oversight and enforcement, leading to unchecked development in flood-sensitive areas.

While homebuilders contend that fill-based elevation enables more affordable housing near coastlines and rivers, the TMAC report suggests the approach may no longer be sustainable. FEMA has acknowledged the council's recommendations but clarified that it is not required to adopt them. The agency emphasized its ongoing efforts to adapt flood risk strategies as extreme weather events become more frequent.

$125,000 Bond Set for Holly Hill Man Accused of Possessing Child Pornography

A 22-year-old Volusia County man was recently arrested in Holly Hill on multiple charges related to the possession of child pornography. The arrest followed a service call on December 31, 2024, during which police allegedly found illicit images on the suspect’s phone.

After obtaining a warrant, authorities confiscated the device and conducted a thorough investigation, which reportedly revealed seven explicit photos and videos involving minors, as well as two AI-generated images. The suspect is currently detained at the Volusia County Branch Jail on a $125,000 bond.

Law enforcement sources highlighted the increasing complexity of digital crime investigations, particularly in cases involving artificial intelligence-generated materials. Authorities underscored their ongoing commitment to combating child exploitation, despite the evolving technological challenges.

Fit Life Social Club Blends Fitness and Fun in Ormond Beach

The Ormond Beach-based Fit Life Social Club combines fitness and social engagement, offering adults a chance to stay active and connected. Founded 11 years ago as a Meetup group, the club hosts a variety of events, from sports like pickleball and volleyball to creative gatherings such as Pirates and Pups and the annual Beach Bicycle Bar Crawl, which supports Veterans.

Led by Sean Duszny, a real estate broker and certified personal trainer, the club focuses on promoting an active lifestyle rather than selling products or dictating health routines. Membership is free, and while geared toward adults, some events are family-friendly.

Duszny, who once represented the U.S. in international ballroom dance competitions, emphasizes the importance of community engagement and staying active between gym visits. With over 1,100 members, Fit Life Social Club is a dynamic platform for those looking to improve their physical well-being while making meaningful social connections.

“Lightnin” Legacy Fund Announced at Provision Packs Inaugural Gala

Provision Packs, a nonprofit tackling childhood food insecurity, hosted its first Black and White Gala on January 22 at the Hard Rock Hotel in Daytona Beach. The event brought together over 200 attendees, including community leaders and philanthropists, for a night of celebration and advocacy.

A highlight of the evening was the launch of the Lightnin Legacy Endowment Fund, named after Juanita “Lightnin” Epton, Daytona International Speedway’s longest-serving employee. The fund aims to provide sustained financial support for Provision Pack’s mission, helping the organization reach more students and families in need.

Key contributors were also recognized during the gala. Shea Williams received the Advocate of the Year award, Brittani Preschel was named Partner of the Year, and Larry and Andrea Frank earned the Golden Apple Award for their philanthropic efforts.

Carrie Torres, Provision Packs’ founder, hailed the gala as a crucial step in securing the future of their mission.
