Felony Animal Cruelty Charges Filed After Neglected Horses Seized in Volusia

Volusia County Sheriff’s deputies rescued three neglected horses and arrested their owner on felony animal cruelty charges after an investigation that began in December 2024. Authorities initially responded to a DeLeon Springs property after receiving complaints about an underweight horse. The owner claimed medical care was being arranged, but an appointment was later canceled, and the horse’s condition worsened.

By January 30, deputies located and seized the horses from properties in Seville and Pierson. Veterinary assessments confirmed malnutrition, overgrown hooves, and untreated infections, with one horse in particularly dire condition. Despite the opportunity to surrender the animals, the owner refused.

Following an arrest warrant, deputies took her into custody on February 7. She faces multiple felony charges for failing to provide basic care. The rescued horses are now being rehabilitated at a rescue facility, and authorities continue their investigation into the case.

Florida Sheriffs Partner with State and Federal Agencies to Strengthen Immigration Measures

Sheriffs from all 67 Florida counties met with Governor Ron DeSantis this week to discuss new initiatives strengthening immigration enforcement at the local level. The measures include the reinstatement of ICE street task forces, allowing deputies to investigate and detain individuals with active deportation warrants, and Florida’s statewide adoption of the 287(g) program, enabling jail personnel to process detainees for deportation.

Federal records show 1.4 million active removal warrants, with 700,000 recently added to law enforcement databases for easier identification. While local agencies are gaining access to immigration enforcement tools, arrests under these warrants remain under federal jurisdiction until training is completed.

Authorities stress that these programs focus on criminal offenders, gang members, and individuals with prior deportation orders, not undocumented individuals without criminal histories. Law enforcement officials have hailed the changes as long-overdue, citing the need for stronger coordination between federal, state, and local authorities.

Volusia County Council Strikes Down Measure Allowing Hospitals to Claim Settlements

The Volusia County Council rejected a proposed ordinance that would have allowed hospitals to place liens on accident victims’ settlement payouts for unpaid medical bills. The measure, which was supported by some nonprofit hospitals and county staff, was defeated 4-3 in a Feb. 18 vote.

Supporters, including Councilman Jake Johansson, argued that without such liens, unpaid medical costs fall on taxpayers. Opponents, including Chair Jeff Brower and Councilman Don Dempsey, questioned whether nonprofit hospitals like AdventHealth and Halifax Health truly needed the additional revenue, citing high executive salaries and profit margins.

Concerns also arose over how settlement funds would be divided, as some feared accident victims could be left without resources for post-hospital recovery. A local chiropractor warned that prioritizing hospital payments would hurt smaller medical providers.

Despite the ordinance’s failure, discussions on medical liens are expected to continue as hospitals seek ways to recover outstanding patient bills.
