A controversial arrest in Flagler Beach has led to an internal police investigation after the State Attorney’s Office declined to file charges. Jeffrey Gray, a First Amendment activist, was arrested outside the Funky Pelican restaurant on March 2 for armed trespassing after refusing to move from the public sidewalk. Gray, who was legally carrying a concealed firearm, was released on bond, and prosecutors later determined there was no basis for charges.
Flagler Beach Police Chief Matt Doughney requested an independent review by the Flagler County Sheriff’s Office, while city officials ordered training for staff on citizens’ rights. Legal experts argue the arrest was unconstitutional, as Gray was on public property. Gray, who has previously won civil rights lawsuits, maintains that his rights were violated. The case has sparked debate over free speech, law enforcement practices, and public demonstrations, as officials work to resolve the legal and procedural fallout.
Motorcyclist Killed in Ormond Beach Crash During Daytona Bike Week
A motorcycle crash in Ormond Beach during Daytona Bike Week resulted in the death of a 71-year-old rider on Saturday. Authorities reported that Daniel Conway, of Port Orange, was traveling north on Peninsula Drive when he lost control of his bike near the intersection with Ivanhoe Drive. The motorcycle flipped multiple times before coming to a stop in a home's front yard. Emergency responders rushed Conway to a hospital, where he later succumbed to his injuries.
The incident underscores the dangers of high-traffic events like Bike Week, prompting officials to stress the importance of road safety. With thousands of motorcyclists and drivers on the roads, law enforcement is urging all road users to exercise caution, obey speed limits, and remain vigilant. The investigation into the crash is ongoing as authorities work to ensure the event remains safe for participants and the broader community.

Holly Hill Man Avoids Prosecution After Shooting Suspected Thief
A Holly Hill man will not face charges after shooting a suspected thief while attempting a citizen’s arrest, prosecutors announced. Ivan Arsenault, 66, had been accused of aggravated battery for shooting Christian Martin, 32, in the leg on January 28. However, the State Attorney’s Office dropped the case, citing Martin’s conduct in the events leading up to the altercation.
The incident began when Martin stole a car battery charger from Arsenault’s home. Arsenault pursued him into Ormond Beach, where a struggle ensued, and a shot was fired. Police found Martin wearing a bulletproof vest at the scene. While Arsenault was arrested and released on bond, prosecutors later decided not to move forward with charges.
Meanwhile, Martin pleaded no contest to burglary and was sentenced to three years of probation. The case highlights legal debates surrounding self-defense and the boundaries of citizen's arrests.
