💸 Volusia School Budget Shrinks Amid Declining Enrollment

The Volusia County School Board has approved a tentative budget of $1.175 billion for the 2025-26 school year—a nearly $361 million drop from last year. The reduction is largely due to declining student enrollment, attributed in part to the state's expanding voucher program. Over 1,400 fewer students are expected this year.

Alongside the leaner budget, the board set a total millage rate of 5.279, which is slightly lower than last year’s but still 2.99% above the roll-back rate. The Required Local Effort millage, mandated by the state, stands at 3.027. While that may sound technical, board member Ruben Colon put it plainly: “Our portion went down. Nobody will tell you that. It doesn’t sell newspapers.”

District CFO Todd Seis said the financial focus remains on maintaining strong staffing, effective learning environments, and overall operational efficiency. Even with fewer funds, the aim is to preserve educational quality for all students.

🧮 Ormond Mayor Pushes for No Tax Increase

Mayor Jason Leslie of Ormond Beach wants to keep property taxes flat, despite the City Commission's preliminary vote to increase the tax rate by 10%. Leslie called that vote a starting point—not the final word. His focus? Public safety first, frills later.

In a candid Q&A, Leslie shared ideas like leasing city vehicles to cut long-term costs, reassessing new staff positions, and scrutinizing code enforcement spending. His philosophy? Local government should treat budgets more like households do: prioritize needs, delay wants, and question every recurring cost.

He’s not against spending—he just wants it to be smart. “If I can at least provide some kind of relief,” he said, “I’m going to do it.” Public safety remains the budget’s cornerstone, with $2.8 million earmarked for first responders alone. But with inflation biting everywhere else, Leslie wants to spare residents any more surprises in their tax bills.

Volusia County’s budding business owners can get some free legal insight next Tuesday, August 5, thanks to the Acuity Business Pass seminar hosted at the DeLand Regional Library. From 9:00 to 10:00 a.m., SCORE—a national organization of retired business executives—will walk attendees through the legal intricacies of starting and running a small business.

The session is designed to make daunting legal hurdles feel more like manageable steps. Topics include everything from business formation to ongoing compliance. The event is a collaboration between Volusia County Economic Development and Library Services, reflecting the county’s commitment to fostering local entrepreneurship.

And it’s more than just good intentions—the Acuity Business Pass program was recently named the Best Library Business Program in Florida. Not bad for a one-hour seminar that costs nothing to attend. Pre-registration is recommended for those planning to go.
