🏛️ Volusia Appoints Charter Review Dream Team

Volusia County has assembled its Charter Review Commission for 2026, and it’s packed with local brainpower. At its Aug. 5 meeting, the County Council named 15 community leaders—from legal pros to community activists—to evaluate whether the county's governing document still fits today’s needs.

Every decade, this commission checks the charter's pulse and decides if amendments should hit the ballot. This year’s team includes former sheriffs, retired judges, land-use attorneys, and nonprofit leaders. Their job? To ensure the charter remains effective and relevant. All meetings will be public, per Florida’s Sunshine Law.

The first session is set for Sept. 3 at Daytona Beach International Airport. Expect deep dives into government structure, transparency, and maybe even some lively public comment.

🌀 Volusia Pushes Back on SB 180’s Sweeping Reach

From charters to challenges—Volusia County Council also tackled state legislation on Tuesday. Their concern? Senate Bill 180, a new law limiting local land-use control after a hurricane.

The Council believes SB 180 overshot its target, voiding even unrelated stormwater regulations. They’re lobbying state lawmakers to revise the bill so it only applies to truly hurricane-damaged properties—not a blanket restriction on local authority.

Some residents urged legal action, calling the bill an attack on home rule and a boon for developers. But most council members favored collaboration over confrontation. Chair Jeff Brower said tweaking the bill is “how governments are supposed to work together.”

Whether the Legislature listens remains to be seen, but the county is standing firm on protecting local control.

🐢 Turtle Trouble Stalls Flagler Beach Pier Work

Meanwhile, in Flagler Beach, some unexpected residents have pressed pause on progress: loggerhead and green sea turtles. Construction on the $15 million replacement of the Flagler Beach Pier has been halted after not one but two sea turtle nests were discovered smack in the work zone.

The nests—rare so close to the pier—mean no bulldozers or cranes until the hatchlings make their sea debut, likely in September. Moving the nests isn’t an option due to environmental regulations, and redesigning the work site would be costly and complicated.

City leaders say the project delay is worth it for turtle safety, and most locals seem to agree. After all, what’s a few more weeks when you've already waited years since storms first damaged the pier?
