Spring break in Volusia County has been a bit of a production. After 133 arrests and four shootings in Daytona Beach over the weekend, authorities up and down the coast are in no mood to repeat the experience. Enter the Ormond Beach Police Department, which announced Wednesday that a Special Event Zone will go into effect at noon today, March 20 — and if you’re planning to cruise the beachside with your bass-thumping sound system, you may want to reconsider your itinerary.
The zone covers a substantial swath of Ormond Beach's beachside, running from the southern incorporated city limits east to A1A, north to Sandcastle Drive, and back through the Granada Boulevard corridor between A1A and U.S. 1. The rules inside the zone are straightforward and unambiguous: zero tolerance. Traffic violations get doubled fines. Vehicles involved in infractions can be impounded for up to 72 hours, with fees due upon release. And if your music can be heard from 25 feet away? That's a traffic violation. The zone stays in effect "as long as necessary" — and any promoters or organizers of the unsanctioned event are on the hook for all enforcement costs. That's a bill nobody wants.

Now, Paradise Pointe Assisted Living in Ormond Beach just celebrated something worth pausing for: the 102nd birthday of Dorothy "Dee" Hardeman, Navy veteran, former nurse, poet, and — by the sound of it — one of the most remarkable people in this zip code.

Hardeman was born in Hartford, Connecticut in 1924 and served in the Navy from 1943 to 1945. After the war she went into nursing, eventually working at the former Ormond Beach hospital from 1967 to 1993. She remembers a time when A1A along Florida's coast was still a dirt road. She has watched this community transform from something barely recognizable into what it is today — and she's done it all with what her colleagues describe as warmth and wisdom to spare. In 1976, she wrote a patriotic poem called "I Am Your Flag." She has been married, widowed after 55 years, raised four children, and now has seven grandchildren and twelve great-grandchildren. At 102, she still goes to Bingo, attends happy hour, and shares stories with fellow veterans at Paradise Pointe's Veteran-to-Veteran Café.

Finally, if you or someone you know is feeling the squeeze on energy bills or housing repairs, Volusia County's Community Assistance Division wants to help. On Monday, March 30, staff will be on hand at the Dr. Joyce M. Cusack Resource Center in DeLand (489 Mathis St.) from 10 a.m. to 4 p.m. for one-on-one assistance — no appointment needed.
On offer: applications for the Emergency Home Energy Assistance for the Elderly Program (EHEAP), which helps households with at least one person 60 or older maintain or restore electricity, gas, or propane service during an energy emergency. Staff will also prescreen applicants for three housing programs: the Owner-Occupied Housing Rehabilitation program, which offers up to $100,000 as a zero-interest deferred loan for serious health or safety deficiencies; the Wind Hazard Mitigation program, providing up to $20,000 for storm-hardening improvements like impact windows, garage doors, and gable-end tie-downs; and an Emergency Repair program offering up to $20,000 for urgent fixes to roofs, HVAC systems, septic, wells, and basic accessibility improvements like wheelchair ramps or grab bars.
