🏛️ Honoring a Defender of Local Decisions
Florida Rep. Bill Partington has received the 2025 Legislative Appreciation Award from the Florida League of Cities, a nod to his steadfast support of municipal self-governance. During the 2025 Legislative Session, Partington championed local control, resisting state preemptions and unfunded mandates, and earning high praise for working behind the scenes to uphold the League’s policy goals.
“I’m deeply grateful to be recognized,” Partington shared, noting that protecting local decision-making is crucial for empowering city leaders throughout Florida.
This award highlights lawmakers who stand firm in advocating for cities and towns, ensuring decisions are made by those closest to the communities they impact.

🐶 Dog Attack Leaves Grandmother Fighting for Recovery
A routine food delivery turned traumatic for Ormond Beach’s Fran Williams, who was mauled by two dogs on June 20 while delivering Uber Eats. The 55-year-old grandmother was attacked by Tank, a Staffordshire, and Luna, a Labrador Retriever mix. The vicious bites left her severely injured, requiring multiple surgeries and blood transfusions.
“I really felt like I was going to die,” Williams said, recalling how the dogs latched onto her limbs and head in a matter of seconds. Her ex-husband rushed to her rescue, ultimately helping to fend off the dogs. The animals have since been seized and classified as “dangerous” pending a magistrate's decision.
Unable to return to her job as a server, Williams now faces a long road to recovery. Her daughter has launched a GoFundMe campaign to help with medical expenses, as the family seeks justice and healing from this harrowing experience.

🌊 Troy Kent’s Bold Blueprint for Volusia’s Future
Volusia County Councilman Troy Kent is on a mission to “give Volusia back to the residents.” In a recent Q&A, Kent outlined his ambitions for balancing growth, bolstering infrastructure, and ensuring local voices are heard.
One highlight: his proposal for a new inlet north of Highbridge to improve water flow and support recreational boating. Though it's a long shot requiring state and federal backing, Kent says response from residents has been overwhelmingly positive.
He also addressed issues like lifeguard shortages, calling for better staffing in historically underserved areas like Ormond-by-the-Sea. On flooding, Kent advocates for a buyout program to convert flood-prone homes into retention areas—emphasizing fair compensation and long-term planning.
And while he’s cautious about tweaking beach parking programs too soon, he’s optimistic about Volusia’s fiscal health and civic engagement. “Exciting” is how he sums up the year ahead—a sentiment echoed in his calls for better infrastructure, responsible development, and stronger local autonomy.
