Tina Carlyle's Innovative School Supply Event Blends Education with Giving
On August 3, Tina Carlyle's Carrying Hope Back 2 School event surpassed expectations by distributing 400 backpacks to students. Held at the South Ormond Neighborhood Center, the event received support from Zone 2 City Commissioner Travis Sargent. Carlyle, a clinical nurse and founder of Access Senior Resources & Consulting, LLC, integrated educational elements into the event, covering topics such as hygiene, online safety, and anti-bullying. Presentations from local officials, including Police Chief Jesse Godfrey, added depth to the event's educational focus. The event was well-received for its innovative approach, combining practical assistance with crucial information. Volunteers, including police officers and community members, played a key role in the event's success. Carlyle plans to expand the initiative in the future, aiming to reach more children and promote the values of generosity and gratitude.

Tomoka Elementary Unveils $48 Million Campus, Sets Record for Fastest Rebuild

Tomoka Elementary School in Ormond Beach celebrated the opening of its new $48 million campus on August 8, marking the fastest rebuild in Volusia County School District's history. Completed $1.2 million under budget, the new facility spans 107,024 square feet, featuring 45 classrooms, each with its own restroom, and collaborative spaces designed with input from the community. The school can accommodate up to 836 students and incorporates elements inspired by Tomoka State Park and the Tomoka River. Key aspects of the project include the preservation of 59 mature trees and the school’s 1979 totem pole. The Brave mascot has been updated to more accurately represent the Timicua tribe. The project, led by BRPH and WELBRO Building Corporation, reflects the district’s dedication to providing innovative and optimal learning environments.

Tammy Malphurs Appointed Director of Volusia Beach Safety Division

The Volusia County Council didn’t have to look far in its search for a new beach safety director. She was already at the helm, leading the busy division as interim director.
During its Aug. 6 meeting, the County Council approved the appointment of Tammy Malphurs, a 27-year veteran of the Beach Safety Division, to director.
Malphurs joined the division as a part-time lifeguard in 1997 and went on to become a triple-trained lifeguard, emergency medical technician, law enforcement officer, and public information officer. Her commitment and expertise led to several promotions, including deputy chief in 2022 and interim director in 2024.
“Tammy has consistently demonstrated leadership and dedication to public safety,” noted County Manager George Recktenwald. “She’s skilled in search and rescue, swift water rescue, high angle rescue, and confined space rescue. She has been deployed to every natural disaster activation since the massive wildfires of 1998. Notably, she was deployed to Mississippi during Hurricane Katrina, providing critical support in a time of need.”
Malphurs has an associate degree in criminal justice and is a graduate of Daytona State College’s Law Enforcement Academy. She has furthered her professional development by earning a trilogy certificate from the FBI’s leadership series and undergoing advanced PIO training through FEMA and the FBI.
As president of the Volusia Surf Lifesaving Association since 2020, she leads efforts to maintain high standards in professional surf lifesaving and promote public safety through awareness and education programs.

- Marianne Cecile McGinnis, 63, Ormond Beach, arrested July 26; charged with public assistance fraud. Bail: $25,000.
- Brent Aaron Cobb, 46, Ormond Beach, arrested July 27; charged with driving with a revoked license and possession of a controlled substance without a prescription. Bail: $5,500.
- Venessa Chantiel Pinkstaff, 41, Ormond Beach, arrested July 27; charged with possession of a controlled substance without a prescription and a New or Legend drug without prescription. Bail: $5,250.
- Joseph Young Evans, 54, Ormond Beach, arrested July 28; charged with grand theft, burglary of an unoccupied dwelling, and possession of a controlled substance without a prescription. Bail: $5,000.
