⚖️ Daytona Drops Avalon Park Water-Rights Suit
The legal tug-of-war over utilities for Avalon Park Daytona Beach has taken another turn. Daytona Beach voluntarily dismissed its state court complaint against Ormond Beach on Aug. 24, following Avalon Park’s own dismissal earlier in the month.
The case, originally filed in December 2024, centered on which city would provide water and wastewater service to the planned 8,800-plus-home development west of I-95. Daytona City Attorney Randy Hayes said the city plans to seek recovery of its costs from the state case.
The dispute isn’t entirely over, however. A separate federal lawsuit filed by Avalon Park against Ormond Beach remains active, alleging the city’s regulatory actions are preventing development of the property.

🏫 Lawsuit Questions Volusia Schools’ Response To Sexual Abuse
Meanwhile, a newly amended lawsuit is raising questions about how Volusia County Schools responded to an alleged 2024 sexual assault involving students at Pathways Elementary in Ormond Beach.
The complaint alleges district officials failed to promptly remove an older student from campus despite being informed of the incident and having knowledge of previous misconduct. According to the lawsuit, the student remained at Pathways for five days before being transferred following continued pressure from the victim’s family, attorney and law enforcement.
The suit accuses the district of negligence and failing to adequately protect students or alert those supervising the after-school program. Volusia County Schools declined to address the allegations, citing its practice of not commenting on pending litigation.

🌊 FEMA Opens Flood Map Review Period
On another issue affecting Volusia residents, FEMA has opened a 90-day appeal and comment period for proposed updates to federal flood maps. The review began Aug. 20 and gives residents and business owners an opportunity to flag potential errors or challenge proposed flood-hazard information with supporting technical or scientific data.
For questions about the maps, residents can contact a FEMA Map Specialist at 1-877-336-2627, from 7 a.m. to 5:30 p.m. Eastern Time.
For properties in unincorporated Volusia County, correspondence including the resident’s name, full property address and comments may be emailed to [email protected] or mailed to Thomas C. Kelly Administration Center, Building and Code Administration, 123 W. Indiana Ave., 2nd Floor, DeLand, FL 32720. Municipal residents should contact their city.

🏁 NASCAR’s 2027 Season Starts in Daytona
Finally, from flood maps to fast laps, Florida will bookend NASCAR’s 2027 season. The newly released schedule puts the Daytona 500 at Daytona International Speedway on Feb. 21, following the exhibition Clash the previous weekend, while Homestead-Miami Speedway will host the championship finale for a second consecutive year.
Other schedule highlights include the All-Star Race at North Wilkesboro Speedway on May 23 and the Southern 500 at Darlington Raceway on Sept. 5 as the Cup Series’ final regular-season race.
NASCAR will also stage a race at Naval Base Coronado on Aug. 1, part of a multiyear collaboration with the Department of Defense that is expected to bring a military-base street race to another installation in 2028.
