🥫 Pantry Shelves Are Bare at Halifax Urban Ministries
Halifax Urban Ministries (HUM) is sounding the alarm: their food pantry shelves are emptying faster than they can be refilled. With the federal government shutdown dragging on and SNAP benefits being cut, Executive Director Roy Young says the Daytona-based nonprofit is seeing a spike in demand—and a drop in donations.
HUM, which operates two homeless shelters and serves 350 meals daily, is calling on individuals, businesses, and local churches to step in. In 2024 alone, HUM provided 125,000 hot meals and distributed 200,000 tons of groceries. But with 14.4% of Volusia County facing food insecurity and SNAP benefits now only partially funded, the pressure is mounting.
Young warns that the consequences could go beyond hunger: “When families have to choose between food and rent, homelessness often follows.” With limited shelter space and hundreds of families relying on HUM’s support, the organization is fighting to keep people housed by making food more accessible.
On Nov. 6, Second Harvest Food Bank is stepped in with 850 food boxes—but the need still outweighs the supply.

If you’ve been trying to call VoTran and can’t get through, you’re not alone. The county’s transit service is experiencing intermittent network issues with its phone provider, affecting key lines including the main office (386-756-7496) and reservation line (386-322-5100).
To keep things moving, VoTran has shared alternate numbers for riders needing assistance:

The disruptions may spread to other lines, so VoTran is also encouraging riders to use the “Contact Us” form at www.votran.org as a backup. Make sure to include your name, contact info, and the details of your request for a prompt reply.
Technicians are working to restore full service, but until then, patience—and alternate dialing—will be key.

🍽️ SNAP Benefits Cut in Half During Record-Breaking Shutdown
As the government shutdown hits the 35-day mark, SNAP recipients nationwide are feeling the pinch—including nearly 3 million Floridians. The Trump administration announced it will issue only partial benefits in November due to depleted emergency funds, covering about 50% of usual SNAP allotments.
This marks the first time in SNAP’s 61-year history that funding has stopped. Although two federal judges ordered the program to continue, the USDA says it’s using its $4.65 billion contingency fund to stretch aid, leaving new applicants in November out of luck entirely.
In Florida, where benefits typically roll out throughout the month, delays are expected. States must now reprogram systems to release the partial funds—a process that could take weeks.
The decision is already affecting local organizations like Halifax Urban Ministries, which is seeing greater food insecurity as SNAP users struggle to make ends meet. Children, seniors, and people with disabilities—who make up 83% of SNAP users—will bear the brunt of the cuts.
