🛟 Lifeguards Could Gain First Responder Status

Volusia County’s part-time beach lifeguards could receive new federal recognition under House Resolution 1188, which would classify open-water lifeguards as first responders and emergency response providers. The change would particularly affect the county’s roughly 173 part-time lifeguards who are not certified EMTs. With Volusia lifeguards averaging about 3,000 rescues annually and frequently providing emergency care or basic life support, Beach Safety officials say the designation better reflects the work they already perform. All 54 full-time county lifeguards are cross-trained EMTs and receive corresponding benefits. Officials believe federal recognition could also strengthen recruitment and team identity. The bill, introduced in April, has not yet been scheduled for a vote.

📚 Fern & Fable Turns the Page

Fern & Fable Books and sister store Ormond Collective are combining their operations in downtown Ormond Beach. Owners Rayna and Sam Dunlop plan to merge the businesses in late September under the name Fern & Fable Books and Collective. The bookstore will leave its longtime home at 51 W. Granada Blvd. and move across the street into Ormond Collective at 58 W. Granada Blvd. The larger location will offer more bookshelves, event space and parking while continuing to host more than 25 local small businesses. Both shops will close during the week of Sept. 20 for the move, with the combined store expected to reopen the following weekend. More information is available at fernandfablebooks.com.

🏫 Breaking Down VCS’s $1.095 Billion Budget

Volusia County Schools used a special Aug. 25 workshop to clarify how its proposed $1.095 billion 2026-27 budget actually works. CFO Deidra Whittenberger stressed that the full amount isn’t available for everyday spending, as many dollars are restricted by laws, grants or specific programs. Although the district expects $7.3 million more through state funding calculations, traditional and virtual schools are slated to receive $6.6 million less, alongside declining enrollment. Scholarship participation, meanwhile, has climbed 12.76%, increasing related funding by $13.6 million. The discussion also touched on an ongoing statewide audit and debate over the district’s tax rate. Board member Donna Brosemer has called for more frequent budget workshops and a closer examination of spending priorities.
