🚑 New EMS Headquarters Gets the Green Light

Volusia County is ready to turn a former Daytona Beach automotive dealership into a centralized headquarters for Emergency Medical Services. The County Council unanimously approved the construction phase Aug. 17, clearing the way for the property at 1720 Mason Ave. to house EMS administration, training and fleet maintenance.

The renovation will expand the building’s second floor and add upgraded mechanical and electrical systems, emergency power, security features and other improvements. Renovating also comes with considerable savings: A new facility was initially estimated at about $23 million, compared with roughly $10.67 million for the renovation. About $6.8 million in federal disaster-recovery funding will further offset the cost.

The headquarters is expected to be fully operational in fall or winter 2027.

SpaceX got within seconds of sending another batch of Starlink satellites into orbit Thursday before calling off the attempt. The Falcon 9 launch was scrubbed with just 23 seconds remaining before its scheduled 11:38 a.m. liftoff from Space Launch Complex 40 at Cape Canaveral Space Force Station.

No immediate reason for the scrub was provided, although weather had been a concern. The 45th Weather Squadron identified cumulus clouds, anvil clouds and surface electric field rules among Thursday’s potential troublemakers.

SpaceX is now targeting Friday for another attempt, with a launch window running from 10:57 a.m. to 2:57 p.m. ET. Friday’s forecast isn’t entirely cooperative either, with cumulus clouds, anvil clouds and thick cloud layers among the possible constraints for the Starlink 10-39 mission.

🐈 TNR Program Tops 1,100 Cats

More than 1,100 community cats have been spayed or neutered through Volusia County’s Trap/Neuter/Return program so far in 2026. TNR gives residents a humane way to help manage populations of feral and unowned stray cats by trapping them, bringing them to the Volusia County Animal Care Clinic for veterinary care and returning them to their established outdoor areas.

Cats receive spay or neuter surgery, rabies and distemper vaccinations and an ear tip identifying them as sterilized. The program can gradually reduce colony sizes while also curbing behaviors such as roaming, fighting and spraying.

The clinic accepts TNR cats on most Tuesdays from 7:30-8:30 a.m., first-come, first-served, with no appointment required. Residents may bring up to two cats per address in approved, covered traps. Services are free for community cats from unincorporated Volusia County and participating municipalities; otherwise, the fee is $65.

🖥️ County Moves Toward Data Center Ban

Large-scale data centers could soon be off-limits in unincorporated Volusia County. The County Council voted unanimously Aug. 17 to direct staff to pursue an ordinance banning the facilities on land under county jurisdiction. Although the council stopped short of approving a moratorium, the pending ordinance prevents a data center application from being filed with the county in the meantime.

Officials raised concerns about electricity and water consumption, noise and the relatively small number of permanent local jobs created after construction. County staff reported that an AI data center can require 200 to more than 500 megawatts of electricity — roughly equivalent to the demand of 133,000 to 333,000 households — while potentially consuming as much water as 16,700 households.

Data centers previously fell under the county’s Heavy Industrial I-2 zoning rules. Only five properties north of Hull Road near Ormond Beach carry that designation, and officials said the available land is too small for a large-scale AI facility.

The proposed ban still has several stops ahead. The ordinance will go before the Planning and Land Development Regulation Commission and then require two public hearings before it can be adopted.
