👮 Officer Jason Raynor's Legacy Becomes State Law

A new Florida law honoring fallen Daytona Beach Police Officer Jason Raynor was signed by Gov. Ron DeSantis on June 16. Known as the Officer Jason Raynor Act, the legislation establishes a mandatory life sentence without parole for anyone convicted of killing a law enforcement officer in Florida.

Raynor was fatally shot in 2021 during a traffic stop. The case drew statewide attention after his killer, Othal Wallace, was convicted of manslaughter and sentenced to 30 years in prison. Supporters of the legislation argued that stronger penalties were needed to better protect law enforcement officers.

State Attorney R.J. Larizza and local lawmakers spent three years advocating for the measure. The bill signing included members of Raynor's family and the Daytona Beach Police Department.

🏠 Volusia Legislators Question Property Tax Proposal

Volusia County lawmakers expressed mixed feelings about Gov. Ron DeSantis' proposed property tax reform during a recent legislative breakfast in Port Orange. Although local legislators voted to place the constitutional amendment before voters, several voiced concerns about its potential impact on city and county budgets.

The proposal would gradually increase Florida's homestead exemption, potentially reducing property tax bills for many homeowners. However, local governments warn the change could significantly reduce funding for services such as public safety, infrastructure, and parks.

Ormond Beach estimates the proposal could create an $8.2 million revenue shortfall, while Volusia County projects losses approaching $93 million. Legislators emphasized that voters will ultimately decide whether the tax relief outweighs the potential impact on local government services.

🦪 Oyster Gardens Continue Growing Along Local Waterways

The Vertical Oyster Gardens Initiative is gaining momentum across Volusia and Flagler counties, with approximately 1,500 oyster gardens now deployed beneath private docks and waterfront properties. The program uses recycled oyster shells collected from local restaurants to create habitats where juvenile oysters can grow and thrive.

Founder Chuck Gleichmann says the initiative benefits both wildlife and water quality. A single mature oyster can filter up to 50 gallons of water each day, helping remove excess nutrients that contribute to algae blooms.

Supported by the Coastal Conservation Association Florida, the project also creates habitat for fish and other marine species. Organizers hope to reach 2,000 deployed oyster gardens this year and are encouraging waterfront property owners to participate in the free conservation program.

Residents are encouraged to observe from a distance before intervening. However, kittens that appear injured, sick, unusually thin, cold, or located in dangerous conditions may require assistance. Animal Services also continues promoting spay-and-neuter programs to reduce unwanted litters and stabilize outdoor cat populations.
