🏛️ Ormond Beach Turns Down Daytona’s $2.3 M Offer in Avalon Park Water Dispute

The Ormond Beach, FL City Commission voted 4–1 on Dec. 2 to reject a $2.3 million settlement offer from Daytona Beach, FL — an offer that would have bought out Ormond Beach’s wholesale water and wastewater‑service rights for the planned Avalon Park Daytona Beach development.

The settlement proposal would have ended years of contention rooted in a 2006 agreement between the two cities. Under that original agreement, Ormond Beach would supply water and sewer services at wholesale rates. As Avalon Park evolved — now slated for nearly 8,000 homes — and other annexation and utility‑service complications surfaced, tensions flared again. Rejecting the offer means Ormond Beach and Daytona Beach proceed to mediation, with a court docket sounding scheduled for Dec. 3 ahead of trial.

During a “shade meeting” held privately with legal counsel, commissioners received an update and asked questions — though no public discussion accompanied the final vote. Mayor Jason Leslie described the meeting as “very similar to meeting individually with staff,” noting commission members got a full update before reconvening. The lone dissenting vote came from Commissioner Travis Sargent.

Supporters of rejecting the deal argue that accepting the buyout would cede long‑term utility rights and income to Daytona Beach. Meanwhile, critics — including former commission member Jeff Boyle — say the refusal ignores a rare chance to avoid costly litigation and uncertain future infrastructure investments. Boyle noted the city has already spent around $320,000 in legal fees and warned the costs could rise significantly before resolution.
