Superintendent Dr. Carmen Balgobin emphasized that student and staff safety remains the district’s top priority, noting that Volusia County Schools continues to invest in training, partnerships, and technology to stay ahead of emerging challenges. 🏘️ Planning Board Rejects Propane Tank Proposal at Circle K
The Ormond Beach Planning Board has once again sided with nearby residents in its ongoing review of a new Circle K currently under construction on South Nova Road. In a 6-1 vote, board members recommended denying a special exception request that would have allowed a propane exchange cage outside the convenience store.

🚴 Florida Moves Toward New E-Bike Safety Rules
Florida is on the verge of adopting new regulations aimed at improving safety for pedestrians and e-bike riders alike. The Legislature has approved a bill that would create a 10 mph speed limit for e-bikes and other micromobility devices when operating within 50 feet of pedestrians. The measure now awaits action from Gov. Ron DeSantis.
Under the proposal, riders would also be required to yield to pedestrians and provide an audible warning, such as ringing a bell or speaking, before passing. Violations would be treated as nonmoving traffic infractions carrying a $30 fine.
Lawmakers cited a growing number of accidents and fatalities involving e-bikes as a key reason for the legislation. The bill also establishes a task force to study crashes, injuries, and fatalities involving micromobility devices and recommend future regulations. Potential future proposals could include minimum age requirements, licensing standards, or registration requirements.
If signed by the governor, the law would take effect immediately. While e-bikes would continue to be treated similarly to traditional bicycles under Florida law, the new rules represent one of the state's most significant efforts yet to address the rapid growth of electric bike usage.
