🐋 A Whale of a Surprise Off Flagler Beach
Two VIP visitors—very important porpoises (okay, technically whales)—made a splash in Flagler Beach last week. A mother North Atlantic right whale and her playful calf delighted locals as they cruised up and down the coast. Experts believe the mother is Callosity Back, a 19-year-old first-time mom. With fewer than 400 North Atlantic right whales left on Earth, each sighting is a rare and precious moment—especially when it involves a newborn calf.
Drone-equipped research teams from the Marineland Right Whale Project and the Right Whale Sighting Network captured the visit from above. Only licensed drone operators are permitted to get that close, due to federal protections.
The whales’ winter trek to Florida’s waters is part of their calving migration, making Flagler Beach a prime (and protected) viewing spot. If you see one of these majestic creatures, call 877-WHALE-HELP to alert authorities and ensure safe passage for the pair.

🐾 Grant Trouble at Halifax Humane Society
The Halifax Humane Society is writing a big check—$186,000 worth—after violating the terms of an ECHO grant intended to fund a publicly accessible pet services facility. Instead, the building was repurposed in late 2023 to shelter pets from families fleeing domestic violence, a noble cause—but one not approved under the taxpayer-funded grant.
While the Lee C. & Patricia Culler facility was originally meant for public grooming and boarding, it quietly shifted to crisis use. This caught the attention of current CEO Sean Hawkins, who notified ECHO and offered to repay the funds. He cited a rocky leadership transition with four CEOs in two years and emphasized his mission of transparency and correction.
Though the dog park funded by the same grant remains open and unaffected, the ECHO Committee stressed the importance of accountability in taxpayer-supported programs. Payments will be made quarterly throughout 2026.

🎓 Volusia Celebrates Record-High Graduation Rates
Volusia County Schools just earned an A+ in progress. The Class of 2025 boasted a record-breaking 95.6% graduation rate—up nearly 2 percentage points from last year and surpassing the state average of 92.2%.
It’s the district’s third year in a row of improvement. Standout schools like Spruce Creek hit a jaw-dropping 99.5%, while Seabreeze and Mainland also posted strong gains. Growth wasn’t just school-wide—it spanned across all student subgroups, with at-risk students seeing an incredible 31.5% boost.
Superintendent Dr. Carmen Balgobin credited the achievement to community-wide collaboration, from educators and staff to families and school board members. Volusia now ranks ninth statewide out of 67 districts—and second in Central Florida.
Looks like the Class of 2025 set the bar high for next year’s grads.

🚗 Beach Pass Glitches Leave Drivers Fined
If you were banking on your Volusia beach parking pass auto-renewing, it might be time to double-check. Some residents are reporting their passes didn’t renew as promised, leading to surprise citations of up to $100.
According to the county’s Coastal Division, passes are valid for one year from sign-up and are supposed to auto-renew annually for up to three years. But with tech glitches and outdated vehicle info in the mix, some users were left high and dry (and ticketed).
Between October 2025 and mid-January 2026, over 10,000 citations were issued in off-beach lots. The good news? If you register within 30 days of receiving a citation, you can apply for a one-time waiver.
Remember, only county-owned lots with ParkVolusia signs honor these passes. City lots like Flagler Avenue require separate permits. So before you head for the surf, make sure your dashboard details are up to date.
