Let's start Sunday on an optimistic note, because Volusia County Women Who Care has given us one. The homegrown giving organization — built on a simple, elegant model of $100 per member per quarter, every penny of which goes directly to a local nonprofit — has launched a permanent endowment to ensure the model survives long past its founders. The VCWWC Endowment was established in partnership with the Community Foundation and United Way of Volusia-Flagler Counties, made possible by five founding donors honored at a launch reception at the Halifax Repertory Theatre.

The endowment won't replace the quarterly giving model — it will fund the organization's operational needs as it grows, so that the $100 checks members write keep going entirely to nonprofits, no overhead skimmed off the top, no dollars leaving home. It is, in short, generosity with an infrastructure. If you'd like to see how it works up close, VCWWC quarterly meetings are open to all. The next one is May 14 at the Mori Hosseini Center at Daytona State College — reception at 5 p.m., nonprofit selection from 6 to 7 p.m.

On April 1 — and no, this is not a prank — the Friends of the Ormond Beach Library will host a free panel discussion for anyone who has ever been told they should write a book and quietly suspected the person was right. The program, titled "You Should Write a Book!", brings together five working writers covering a wide range of the craft: novelist and short story writer Jeff Boyle, poet and playwright Joe Cavanaugh, Florida historian and columnist Mark Lane, New York Times contributor Jennie Erin Smith, and romance writer and podcaster Cindy Villanueva. Topics include taking ideas from concept to page, finding and using writing partners, self-editing, and getting published. It runs at 2 p.m. in the Ormond Beach Library auditorium, admission is free, and the only thing you need to bring is whatever story has been rattling around in your head.

If the cold snap in late January and early February left your small business shivering financially as well as literally, the U.S. Small Business Administration wants to help. The SBA is now offering low-interest Economic Injury Disaster Loans to businesses and nonprofits across Florida that suffered losses during the freeze and frost event that ran from January 26 through February 5. The loans are designed to cover lost revenue and day-to-day operating costs — not just physical damage — which means businesses that simply saw customers disappear during the cold stretch may qualify. Nurseries and small agricultural cooperatives are also eligible, even though most agricultural enterprises typically are not. The application deadline is November 4, giving businesses time to assess the full impact on their books. The application process takes six to eight weeks, so sooner is smarter. And finally, a legal development from down south that has some Florida drivers asking questions — though in Volusia and Flagler counties, the answer was largely settled years ago. A Broward County judge ruled last week that red-light cameras are unconstitutional, finding that automatically presuming the registered owner of a vehicle is guilty of a traffic violation impermissibly flips the burden of proof. The ruling applies only to the specific case at hand, but the attorney involved is encouraging anyone who receives a red-light camera citation to cite the decision and consult a lawyer.

Here's the local context: Volusia and Flagler counties have been largely out of the red-light camera business for years. Palm Coast was the first in the area to adopt the cameras, launching ten in 2008 and eventually operating more than 40 at 27 intersections. But after a 2014 Florida appellate court ruling found that cities couldn't delegate traffic enforcement to private companies, Daytona Beach and Holly Hill suspended their programs. Palm Coast voted to remove its last cameras in 2017. So while the Broward ruling adds a new constitutional wrinkle to the debate statewide, it's mostly a history lesson for drivers in this part of Florida — one that already has a tidy ending.
