🏢 County Bans Large Data Centers

Volusia County Council voted unanimously, 6–0, to prohibit large-scale data centers in unincorporated areas.

The ordinance covers facilities with anticipated monthly peak electrical demand of at least 50 megawatts. It also blocks expansions that would bring existing facilities to that threshold.

The county cannot process applications or issue development approvals for those projects. Council discussion included concerns about heavy water consumption and potential impacts on the aquifer.

The prohibition applies outside municipal boundaries; cities control their own land-use decisions.

📬 Wrong Ballots Sent to About 350 Voters

Meanwhile, a vendor error sent approximately 350 Volusia voters mail ballots containing another city’s contests.

Elections officials are investigating and plan to mail replacement ballots Friday, Oct. 23. Anyone concerned about their ballot should call 386-736-5930 for assistance.

Voters may also vote in person. Early voting continues daily through Oct. 31, from 8 a.m.–6 p.m. Election Day is Nov. 3, when voters must use their assigned polling place.

Supervisor Lisa Lewis apologized and said the office is working urgently to correct the problem.

📷 Repeated Flock Searches Raise Questions

In another accountability story, a Volusia deputy searched one license plate 117 times over 48 days in 2024, recording “investigation” as the reason each time.

The Sheriff’s Office says it cannot review the searches because its Flock account was deactivated after the agency stopped using the system.

Flock says customers retain ownership of their data and its support team can retrieve it after deactivation.

The conflicting explanations leave questions unresolved. The report does not establish whether the deputy’s searches served a legitimate law enforcement purpose.

🏍️ Halifax Reports Fewer Biketoberfest Trauma Cases

Rounding out the updates, Halifax Health recorded 13 Biketoberfest-related admissions and trauma activations—the lowest figure in six years.

The hospital treated 19 event-related patients overall, compared with 23 in 2025 and 26 in 2024. Motorcycle crashes accounted for 16 cases.

No patients were reported dead on arrival, and no helmeted riders died in the hospital. Ten of the 15 drivers were confirmed to have worn helmets.

Patients had a median age of 58, and most came from outside Volusia County.
